Checkpoint Firewall

I am currently using a Checkpoint firewall and have a client who has requested that remote users (dialup accounts) be lockout after 5 unsuccesful attempts. According to Checkpoint I must purchase a third party software(about 10k with hardware) to perform this task. (eg use of a radial server)
I know that this is currently being done by the likes of ING Direct and would like to know if there is any option to the 10k investment.
I feel that the firewall will do the job it was intended to and that any potential intrusion will be stopped at that point. However in attempting to comply with the client wishes I would like to install a lockout feature. So if anyone has encountered this type of situation I would appreciate your comments.
