Chhosingthe executablefiles that can be

I own a cyber cafe and I have noticed that my clients downloads and instal all kinds of programs; please I need help to specify with admin rights the programs only that i need to be executed or otherwise.

Note my clients have restricted profiles;but yet the still can install and run applications that are virus inclined.

If the machines are in a domain, you can create a domain security policy that limits what can be executed (via filename) If these are standalone PC's you can create a Local Security policy and export out the policy to import on the other PC's.WARNING! This is very hard to do unless you know EVERY EXECUTABLE that will be run on those PC's!!!

Do these users need to be Admins? Set them as users and they shouldn't be able to install anything. You can also disable the Windows installer service to stop the installation of (newer) software, enable it when you need to install something. If you need to stop them from running executables, you will need to go the Software Policy route.
