Child domain login

I have a Network consisting of 18 different domains under a parent domain. If I drop radio connectivity to the system and the Global Catalog is on another Domain controler outside of that child domain.. I cant log into the local domain. I have set a dataword in the registry called IgnoreGCFailures and set the value to one. This has not worked. Anybody have a resolution for this problem.

I'll assume we are talkin Win2K and Active Directory here.

Simple solution: Make one DC in each domain a Global Catalog (GC) server. As an Active Directory design Best Practice, MS suggests: "As a general rule, designate at least one domain controller in each site as a global catalog server." (from the Win2K Server Resource Kit Deployment Planning Guide). If you are in native-mode, access to a GC is required for domain log-in.
