And, not likely to be answered: what have they been using all the time before, and, was it inadequate?

Answered questions: if you wanted to hobble the effort, you now know who, where, and what they look like.

Judging from the media reports, there has been a lot of collateral damage & civilian casualties.

Is this the reason?

Ummm... how about "collateral damage", then?

Wasted ordnance and lost hearts and minds should still account for something, I'd imagine.

If my ole commie high school lessons about resistance warfare tactics are still worth anything, the "hearts and minds" thingie is not entirely negligible. Once they are lost, the only alternative is carpet bombing & genocide.
