The Blue wire they refer to is a cisco console port cable. It has an rj45 on one end, and you will need a 9 pin adapter for the other end. thew 9 pin adapter attaches to a serial port, and then you wil use hyperterminal to access the router

My mistake at leaving a vague question-- I knew how to connect the serial cable to the router, turns out the IOS had been wiped -- so no connection was available till I tftped the router

This "wire" is a rollover cable an will allow you to interface with the router. You should be able to get one from Cisco, on Ebay or from many computer stores if they have a decent cabling selection. You'll connect the cable to the console port mostlikely called console or Con 0 etc.

Good luck, hope this helps.
