Cisco Configuration Change Notification

I have all Cisco equipment (1 router and 7 switches) and would like to implement configuration change notification for all the systems. The newer IOS have the ability to log all configuration changing commands to syslog server. This I have done. I have some older switches (3500XL s) that do not have the capability to upgrade their IOS to a version that supports this. We do not have a tacacs server.

I was wondering if tacacs servers provide this level of auditing without upgrading to the newer IOSs? Is anyone using tacacs for this purpose? If so, does the freeware version of tacacs from Cisco give you that capability, or do you have to go with Secure ACS?

I know one answer is to upgrade my older switches to those that do offer this capabililty....I was just trying to deploy one solution that would get all the birds with one stone.
