CISCO – IP INSPECT NAME

On my job the router has a list of sites permitted.
Any other website you get error 404.

This is the command that allows a website to be accessible:
ip urlfilter exclusive-domain permit .yahoo.com

I need to make an exception to this to a few computers on the network that need to have all web access unrestricted.

Also if I remove this command :
” ip inspect name DEFAULT101 http java-list 51 urlfilter ” from the running config all the websites are open to all network
