Client IP Address over VPN

I am using Small Business Server 4.5 and I have an AS/400 on the same network. I am using a DSL router to connect users to the internet and to receive an e-mail feed to the Exchange Server. The router performs NAT translation so that our internal network is on the 192.168.1.0 subnet. The Small Business Server is also the DHCP server. When users connect via VPN, they somehow are assigned the address 192.168.1.1 which is the static address of the AS/400 and the duplicate IP address naturuallycauses all kinds of problems.
On the NT side, I have tried setting the DHCP server to reserve the 192.168.1.1 address, I have tried excluding the 192.168.1.1-64 range of addresses, and the host file includes the AS/400 reference. On the client side, I have tried manually setting the IP address on the VPN dial-up connection. What else can I do?
