clients cannot logon

I am stumped by this one. I have a client with a small network 2 clients Win98 and one server NT4.0. All of a sudden neither of the clients can logon no matter what user name they try. All user have no passwords and none of the accounts have been locked out. I tried creating a new user and that doesnt work either. Any help would be much appreciated.
