Clients unable to Active FTP

I have a Windows Small Business Server SP2 with the built in firewall, connected to cable router. None of my clients cannot connect active ftp. (Yes, I have made the adjustments to IE to allow active FTP and folders). They recieve connection timed out. I have added exceptions for fTP ports 20 & 21 for udp & tcp. Researching the issue points more to setting up FtP on my server which I don’t want to do – I just want to be able to active FTP. Any assistance would be wonderful. It’s probably something simple – but I am tired of bypassing my server to post to an active ftp site….
