Clock Format Problem

We are trying to change the format of the clock on a Windows XP box to a 24 hour format from the 12 hour format. When logged in as administrator of the pc, the format to 24 hour display is changed. When logged into the network as a regular user, the format change reverts to the 12 hour format. We are using the Windows Time Sync application to sync with main server. The local pc is set to GMT, so when the time is 14:00 UTC the display is 2:00 PM. What do we have to do to get the 24 hour time display to work when logged into the network as user?? Any help would be appreciated.

Those settings are controlled in the registry keys HKEY_CURRENT_USER\Control Panel\International subkeys.

You need an Admin Template setup and set the following registry key for users:
HKCU\Control Panel\International
sTimeFormat = "HH:mm:ss"

for 24 hour clock.
