You can use some firewalls or routers to close ports but you don't specify enough system details to make a determination. In w2k you can effectively close ports by using tcp/ip filtering. See this article:

Otherwise, post back with more info regarding your system (software, firewalls, routers etc).

I need to close port 8080 on a Windows 2003 server

Port 8080 is open because you are running a web proxy server. You will need to disable the ISA server if you don't need it.
