Closing win95 error

I have a 200 Mh Pentium MMX clone PC with Windows 95 4.00.950 C (spanish languaje version) and got the following problem:
When I am going to power off I select “apagar” (power off) it displays “espere mientras se cierra el sistema” (wait until the system is closing) and remains in that condition blocked. Then I must turn the power off switch. When I power on again it always scans the hard drive.
What can I do to fix this bug ? appreciate some assistance.
