On a 2 node cluster , one of the node is down & failing to start the cluster service. after all the troublshooting to bring up the cluster service fails, if the registry is corrupted, can we take a systemstate restore on the failed node ?

It is a possibility. But I would try to evict the node from the cluster, clean up the cluster registry components and add it back to the cluster.

To Start cluster service

You should shutdown one node and on the other node try to start the cluster service with /fixquorum switch and see if that helps. It it starts the cluster service, then restart the cluster service without switch.
