CoCreateInstance Failed

Whenever I right-click on the desktop and then click on properties to adjust my resolution settings I get an error window that says: "CoCreateInstance Failed." Underneath that error is another message that says: "Class not registered." What is wrong? This all happened when I installed a new graphics card in an existing system. When I attempted to put the machine back to the way it was with the old card, I still got that same stupid error message.

Check with your network admin whether if the machine that you have has user security policy enable ( that mean some thing are protected and normal user is not allow to change).
if not , then you have to remember what you have graphic driver and utility you have loaded after putting in the new card.
You may try to look for it under control panel / add-remove program.
