    Cold boot and soft restart problems

    I am having difficulties with my new build cold booting and restarting when I choose the option to do so in Windows 10. When I press the power button, the fans will spin, but the monitor does not detect any input and the fan lights do not turn on to show that the system has completely booted. If I hold down the power button to turn it off and press it again, it will boot. It will also boot if I press the reset button and if I unplug the computer from the wall for 30 seconds, plug it back in, and press the button. I have tried disabling fast boot in Windows. I have tried setting the power management settings to AMD balanced. I have tried pretty much every suggestion I could find on the Internet, but nothing seems to help. The computer also will not restart if I choose that option in the power options in Windows. The monitor will go black, but the fans just keep spinning, and the fan lights also stay on. I’m at a loss. Any help is greatly appreciated.
