Some more details please:
Version of Windows
Computer
video card
Monitor

A more detailed description of the problem.

The first thing to do, is to swap monitors with one that works okay.

If the problem goes away with a different monitor, the monitor is bad.

If not, then you need to update and re-install some system drivers.

Start with the chip-set drivers for the motherboard.

Then, the latest version of DirectX supported by the video card driver.

Next, install the latest driver for the video card.

Finally, if needed, install the manufactures driver for the monitor.

Okay, I'm on my W98 box, so I can walk you through a few checks.

On a open area of the desktop, (no icons) click the right mouse button.
Select properties.

On the display properties window, click on the settings tab.

What is displayed for the following boxes:
Display
Colors
Screen Area

In the Colors section, there should be a down arrow at the right side of the line just below colors.
When you click on the arrow, what options are available?

In the Screen Area section, where is the slider at?

Click on the advanced button.

What is displayed on the Adapter and Monitor tab?

To determine what hardware you have, download and run Belarc Advisor:

http://www.belarc.com/free_download.html

After you run the advisor, an IE window will open and display a lot of information about your PC.

What I need to know, is what is listed in the following sections:

CPU
System model
Display

Under installed software, what version of DirectX is installed?

With this further information, I should be able to guide you to a solution.

Could you be more descriptive as to what you mean by 'fuzzy'?

Are the pixels just large?
Is all information blurry?
Does the display look washed out?

You might also try setting the refresh rate back to default. (display>properties>advanced>settings>adapter)
