have you tried taking the harddrive out and booting up the system to see if it's in fact the hard drive that's causing this problem. Are you able to manually configure the com/irq ports on your modem?

Plug and Play could be causing you a problem, your BIOS initializes and looks for conflicting ports and the modem was not initialized by plug and play.
This could be a workaround-Go to the Bios and turn off one of the serial ports on the motherboard.Donot assign to COM3 or COM4,Once you do the configuration,Plug and Play should see the modem and Configure it.
Check the modem for jumpers or switches on your modem to set the port.
an easier way will be to disable Plug and Play in the Modem, thenconfigure it on the serial port you want.

(To Identify if the HardDrive is the issue)
Download some dos based diagnostics from Softseek.com (I would recomend AMIDIAG) and boot up on a floppy without the hard drive connected. Run the diagnostics on the IDE controller and the Ports. Than reconnect the Hard drive reboot on the floppy and run the tests again and see what difference in results is.
Also go to your bios and restore it to Defaults before trying the hard drive if the Drive is the issue. Also check any Jumpers on the drive andensure they are correct.
WHAT SORT OF HARD DRIVE????

Thanks for all answers.. I solved the problem myself. i used 3com's diskette and windel.com to delete the entire register and all items and reinstalled from scratch. Now everything works and everything was seen on first try with win98. Thanks for helpl for all who participated.

Since your question is so old, you might as well just reload the latest versions of all software, and you'll have a new set of problems to deal with. Heck, update all your hardware and operating systems while you're at it. Have a real party.
