Command Line System Display Commands

Hello, fellow techies.

I am looking for Windows-native or GNU command line utilities that perform two functions:
1 – Display the text that was just copied into system buffer (clipboard)
2 – Display the word count/line count for text that was just copied into system buffer (clipboard)
