Command Line Telnet?

I would like to run a batch file to shutdown a firewall on a linux box. I think the best way to accomplish this would be to have an automated telnet session do this. I do not want to set up samba, because this is the only interaction between my 2000 machine and my Linux that I need.

I wanted to know if there is a free telnet program that would let me do this. Please let me know if you have any suggestions.
