As best I understand situation, computer reboots when USB cable for broadband modem is connected.

Problem is likely caused by old drivers for USB broadband modem connection that are not compatible with XP. Assume it was an upgrade from Me and not a clean install of XP.

Uninstall old drivers and reinstall XP compatible drivers for broadband modem.

Most broadband (cable/DSL) modems have an ethernet port in addition to the USB port. If that's the case, optimum solution is to use ethernet connection. If you don't already have an ethernet adapter, they are cheap and easy to install. XP will automatically recognize most adapters. If necessary, driver installation is usually simple and straightforward.

Ethernet connection is more reliable than USB connection and is preferable anytime it can be used.
