Compatibility Wizard issue in Windows Vista

Here we go,

I installed a program, ACCPAC Small Business Series Version 4.2″ on a PC running Windows Vista; originally the program was running on Windows XP and it ran just fine.

Now that it’s on VISTA I’m getting this message when I try to run the program:

Accpac.exe – Unable To Locate Component
This application has failed to start because CAT03CNT.DLL was not found. Re-installing the application may fix this problem.

Re-installing it did not work; however, the following steps work:

1st- when you Switch Users, even if you log on as yourself again, and

2nd- When running the compatibility wizard for Windows XP, but only when running it with the Wizard, and not afterwards.

Does anyone have a clue as to what could cause a program, any program, to behave this way?

PLEASE HELP, can anyone shed some light on this.
