Complex Installation of ACT! 2000

I am rather new to administering ACT! 2000, and new to the interface in general, so any help would be appreciated:
I have a user base of approximately 10 new users. I am trying to determine the best method for installation and configuration.

Most of my users are laptop users and are on the road 50% to 75% of the time. Each of these users will need their own database in order to enter their contacts and schedules. The users that are in the office seemingly will also need their own individual databases as well I gather.

The users will be required to sync their data to a central database periodically so that management can review their contacts, schedules, etc. BUT, when the users do synchronize, management does not want the users to get back any data from the central database – management does not want the users to see any data from anyone else’s database other than their own (i.e. one way synchronization). Is this possible? Can each user sync in this way to one database? And for that matter what would be the best way of configuring this set up?

Additionally, under phase two, our customer service department will be reviewing / updating the users contacts and schedules – management wants any modifications made by customer service to be uploaded to the respective user from which the contact information came – but does not want it to go to any of the other users. Can this be accomplished via the central database or do there have to be individual databases on the network for each user so that the customer service employees can update the records of each user so the updated record only goes to the respective user?
