Computer booting problem

I could not to boot my PC (P4, 1.6GHz, intel 945GL mobo, 512mb ram running with Windows XP).
The monitor goes to stand by mode.My mouse is getting supply but the keyboard lights ore OFF.
Only the cpu power light is ON (harddisk – OFF).
There is no problem with the power cable.

I tried using my HDD as slave in another PC .While booting CHKDSK was started and it repaired .ldb file and some other .tmp files.After logging in, I was able to view/retrieve my files from all its partitions.Then I transferred the HDD to my system.
Still I got the same problem.

I checked the CMOS battery and found it to be good. When I placed it back , I was able to get into BIOS screen where the HDD was not detected.
