Computer Help Desk Staffing

I am looking for a standard on the ratio of help desk staff to users. We not only provide telephone assistance but hardware installation and setup, traveling assistance to 70+ locations throughout Wyoming. We also have 1125 users on two separate networks: a 250 user peer-to-peer and the remainder on a WAN with dedicated local servers in 30 sites. I know I need more staff, but don’t know how to gauge the true need.
