You measure ‘basic’ literacy by a persons ability to read.
Computer literacy is a persons ability to sit down at a PC and use the application programs.
To test computer literacy, you would use a standard test of computer skills.
I would look at your standard ‘help desk’ calls for software issues as a indication of what skills a user needs to be computer literate in your environment.

This is a general term used inthe business workplace to refer to basic computer skills – ie the ability to turn on, log in and do every day tasks like using a word processor, sending e-mail, looking up information in a web browser etc.
To measureit, I would work with the departmental managers to come up with a list of “proficiencies” required for the job and create a small entry test for your employees. This may well assist you in developing an expanded training program also.

Computer literacy may be defined in two ways:
1) The ability to communicate with others about computers and their uses. This may be measured by the ability to associate key terms with components, concepts, and activities related to a computer system, including its hardware and software.
2) The ability to communicate with the computer system itself. This may be measured by a practical skills test, that is, a person’s ability to complete one or more specified tasks as a user of the computer system.-

Computer literacy is nothing but the KNOWLEDGE OF COMPUTERS AND ITS APPLICATIONS, SIGNIFICANCES, CONSEQUENCES ETC particularly utilised by any person or any organisation or any government. For instance, we can say a person who knows Driving a Car we can understand he has the knowledge of car driving. On the similar context we can analyse a person if he/she has the knowledge about computers or not. If yes, he/she is computer literate or illiterate and literacy respectively.
There are certain ways to measure the computer literacy. As far as my knowledge is concerned, let us take it in simple way, a person who has the opportunity to work, to study, to make things in any particular environment regarding computers could be understood that he is literate of computers. Computer Literacy is a vague term with many paths of description. It would have to start however, in its most basic sense, as having the ability to manipulate the input component (mouse, keyboard…)and move around an operating system, performing basic file mangement and software installation/uninstallation skills. Application knowledge (word processing database and spreadsheet) is secondary and learned as you need it, by using the forementioned skills.
