Computer starts as soon as plugged in then turns off in 2 sec.

So i posted before on this computer but I have tried some new things and wanted to come at it with a different approach.

Symptoms:

1) Computer starts as soon as it is plugged in.
2) Computer fans and cpu seem to run for about 2 sec and then everything shuts down.
3) Computer can only be restarted by removing the power cord waiting a minute and then plugging it back in. Then it is back to 1).

Known:

1) Voltages to all major components were checked and they all look good.
2) CMOS battery voltage was checked and it looks good.
3) Ram was taken out and reinserted.
3.1) When Ram is removed computer gives the beep warning in the first two seconds before shutting down.
4) Front case switch was disconnected and computer still starts as soon as it is plugged in.
5) Heat sink was removed cleaned and new thermal paste applied.

I’m running out of ideas here. The computer doesn’t have a separate graphics card so I don’t know if it is possible to check anything with that. Any suggestions would be greatly appreciated.
