my computer won’t boot up due to the power keep cutting off and on.. when i turned it on earlier it keeps taking me to set up where i have to boot normally or on safe mode and etc.. but it keeps taking me back to the same page. i tried everything and have check the bios for it to boot up to different drive but still not booting up.. is there anyway to recover my data or at least reinstall back the operating system without any recovery cd
