computer won’t load and mouse won’t work

when i turn on my computer it won’t load windows. I don’t have a windows cd to reload. what can I do? I have to start in safe mode. I also have a separate problem with my mouse. It won’t work. What can I do? If you want to answer my question,my email is ma2te2-68@wowmail.com. any help is appreciated
