Computer Won’t POST When Hard Drive is Connected

What were ONCE working hard drives were pulled from a system for various reasons. I set them aside for future use. I recently rebuilt one of my systems due to storm damage. I went to install one of these “spare” hard drives and the computer wouldn’t POST past the memory count.(IDE detection) I had these “spare” drives on cable select and as a slave drive. If the jumper is set to either cable select or slave, it prevents my PC from completing the POST. I remove the drives and the PC boots all of the way into Windows. I tried these drives in another computer and same symptoms. Is there any way to get these drives working again?? I’m stumped as to why they’d freeze up to begin with.
