Computer won't power on w/o pcmcia to pci adapter plugged in

I have an older(but sturdy)Frankenstein machine based on a K7VTA3 v3.1 motherboard. I use a Ricoh PCI to PCMCIA adapter and a Verizon aircard for internet access on WinXP Pro. I recently tried to install Vista on a separate HD and it all went fine except the adapter won't start. The device manager lists the driver as installed and working but says there aren't enough free resources for the device to run. The only other cards in the system are a PCI ethernet adapter and a AGP video card I thought I'd try installing Vista w/o the adapter then add it later to try to redistribute resources but when I remove the adapter the machine won't power on. I have to plug it into the pci slot to get the computer to power on. I'm thinking this has something to do with the install problem under Vista. Any ideas?
