Computer won’t start

So, I posted this before but the fix didn’t work so let me try again. This is very perplexing and no matter how much I try to isolate the problem, it doesn’t seem to work.

Here’s the history…

1. Computer wouldn’t start. No power, no nothing-replaced power supply.
2. Still won’t boot up. I disconnect the drives and everything but the mobo, and it starts (case fans and mobo). I turn it off and connect the hardrives and now it won’t start up. I disconnect the harddrives and now it won’t start up at all like it just did ten minutes ago. I let it sit for awhile and it will then start up without the harddrives connected.
3. So, I replace the mobo and guess what? It wasn’t the mobo because the same exact problem is occuring. Does anybody have any idea what the heck is going on? Please help if you can!!!!!
4. My next step will be to plug 1 hd drive in at a time but I have to wait a few minutes before the power supply will power up the mobo. does that make sense? It’s almost like there’s a short or something.
