my kids were on the computer and froze. One of them turned off the computer and now it will not start. I just keep getting the safe mode screen and nothing happens.

Try booting in safe mode, and use the system restore to turn your computer back to a time (before the crash) that you know as stable operations.

it seems that it is in a continous loop. It keeps coming back to the same screen.

When you say "not start", it could mean 4 very different situations:

A) - The computer does not power up at all

B) - It does power up and light up, but the BIOS does not initialises (no text coming on the screen).

C) - The BIOS starts to initialise, but freezes before Windows initialization start.

D) - Windows starts loading, but it freezes there.

Tell me which one is it, please, so that I can give you the answer you need.

If you meant the Windows safe mode screen, then this is one of the possibilities for option D, and the first answer you receive should work.

it does power up goes through the initial stage of loading. It then stops and goes to the safe mode screen. when a choice is made (i.e safe mode or other) it seems to loop right back to this screen again. I'm not sure if the hard drive is gone or if there is something else wrong with it.

Those darn kids! Heh what version of Windows do you have? When it did boot up ok what did you see, Windows 98, windows ME or what did it say? In the older versions (95,98,ME,2000) you can boot to the CD, the CD that has the software on it. It would say Windows what ever it is with the CD key on the CD sleave. You need that key to reinstall. If you boot to the CD and select install and follow the directions. It may ask if you want to keep your settings select yes. It will reload the correct files and allow you to get back into your system. If you had XP ether with SP1 or SP2 you can boot to the CD and try a recovery select R from the menu and select without floppy and see what happens. If that dose not work it becomes complcated from there, I use boot CD's with their own operating systems on them to fix or move data to another drive and wipe the drive and reinstall. I suggest taking the computer to a repair place and let them do their thing. And I suggest buying a CD writer and backing up the things you want to save.

Sounds like a problem I was having with my computer. To find out what the problem is before trying recovery do this: Right after the bios is doing is power on system test press F8. This should give you more options on how to start up Windows XP. To prevent this loopback from happening select the option which says : "Disable automatic reboot on error." and then select your operating system which most likely will be Microsoft XP Home edition. It will try to boot and when the error occurs again it will stick on a blue screen (of death) and explain what the dealio is. You can tell us what it says and go from there.
