Have you configured the relay agent with the ip address of the dhcp server?

the relay agent doesn't lease the IP addresses only fowards requests through a non REF1542 compliant router. As answer # 1 said, is the relay agent configured with the IP address of the DHCP server?

defining the scope of IP addresses in DHCP for computers not on the same subnet as the DHCP server.

ya know, setting up a DHCP server to provide IP addresses and other info[DNS,WINS, routers, to clients should be planned out BEFORE you start configuring DHCP server. Then configuring the server is pretty cut and dry and without much problem. If you've subnetted out your network and know what ranges of IP addresses you want each subnet to have, then defining those ranges into scopes for each subnet is pretty easy. Since DHCP, knows subnet 1 clients gets scope 1 IP addreses and subnet 2 clients gets scope 2 IP addresses and so on, there is not much of a problem except if the routers are not RFC 5142 compliant routers meaning they don't pass DHCP broadcast messages. If they do you don't have to worry about a relay agent.
