Configuring a local gateway

Hi, Please, I’ll like to know detailly how I can use two network cards to configure a local gateway. I work in a cyber cafe with 12 non-routable IP addresses, so I’ll like to configure a local default gateway so I can connect more than 12 PCs to theinternet. I use the win 98SE operating systey.
