Configuring a VPN on a CIsco Router

I need to setup a VPN tunnel on a Cisco WRV210 Wireless-G VPN Router with RangeBooster. I basically need for my boss to be able to access our local network and retrieve files from his computer (which acts as our server) while he is traveling. We have a static IP address for the router and use DHCP for the three computers in our office.

I have tried to open up a tunnel with a remote gateway of "any". A remote group of "any". A local group of 192.168.1.0/24, which is the local network and subnet. I have also setup users with passwords.

When I try to connect through a web browser, with the static ip address. It says that the site is taking too long to respond. I also tried to setup an advanced connection on the users computer and got as far as connecting to network via "WAN Miniport (L2TP)" to which it says "Error 800: The remote connection was not made because the attempted VPN tunnels failed. The VPN server might be unreachable. If this connection is attempting to use and L2TP/IPsec tunnel, the security parameters required for IPsec negotiation might not be configured properly." After diagnosing the problem it says that the device is not responding.

Any help would be greatly appreciated.
