A neighbor is experiencing problems with his CD-ROM. Some of the programs he wishes to load won't. I suggested loading the data from the disk onto my coputer and transfering to his. Does Microsoft still have that... I think it was called... Direct Connect?

Yes Microsoft dose support direct connect depending on the O/S. but what is he trying to install and why do some of the programs not install? Let us know more about his system and what he is trying to do. If it is just the CDROM they are cheap and easy to replace. If he is trying to load things on a computer that will not support the programs any amount of other transfer will not work any mater what you do.
If both your operation system and your neighbor are windows. It's more simple. 1. You can make connection by cable and RJ 45 connector. Just plug 2 computers together and it will automacally getting ip address.Now 2 computer are connected. So u can share your CD for your neighbor can access. Then tell your neighbor get cd resource by share name. 2. Connect your computer to Hub and your neighbor computer to Hub and then it's will get ip address automacally. And then share resource. 3. Can Use data cable connect 2 computer. Plug in LPT port. and do the same things above. 4. If wire is complicated so you can use wireless for connecton. But wireless make you pay more than wire :).
