Connecting two different LANs

Hello,
We have two different private lan’s in our building. The first has the range ip of 192.168.128. class c and the second has an ip address range of 176.33.4 class c. How can we give access from the second lan into the first lan. We want to do this as easily and cheaply as possible. Thanks.
