Contacts in MS Outlook 2000

How do we configure MS Outlook 2000 so that each user’s local area code is picked up as their default area code? Our users want to enter only a 7-digit phone number in Contacts. We host Outlook on terminal servers which automatically assign the server’s own local area code.
