content advisor error msg

I have W/98 orig…I keep getting “content adv settings missing err msg”…I reset them using but the settings go away, specifically the setting to “allow sites w/no ratings”, like generic search engines…this blocks my getting on-line and I have to keep redoing the settings…what is wrong?….why does this msg keep coming, even though I redo the settings? thank you
