Continuous Reboot of Cold Computer

G’day Everyone,

I have a Pentium 133mhz computer, and a very strange problem. Whenever I shut the computer down for any length of time (allowing it time to cool down) when I then restart it again it will enter a continuous cycle of rebooting, typically between the memory test and after updating the ECSD (or is that ESCD??:) Sometimes it will even reboot itself after it gets into windows.
Once the computer is warm I can reboot without any troubles at all.

Could anyone tell me what component(s) may be responsible, or is it simply time for a new computer?
