“Control Panel” hang up

when you go to START then CONTROL PANEL the system locks up for approximately 3 minutes (nothing happens K/B locked mouse locked, etc.)then the control panel opens and everything proceeds as normal
…IT IS DRIVING ME CRAZY AND I DONT KNOW HOW TO FIX….HELP!!
