Control Panel:Add/Rem. Programs

You need to re-register the Add/Remove Programs Control Panel applet, appwiz.cpl. Something mangled its registration.
So, type this in a Run box:
REGSVR32 APPWIZ.CPL

Then try it.
Default.hta is a Desktop folder HTML template file that Windows uses to paint windows. Amazingly, a lot of the visual display in Win2K is done with HTML!

If you still have a problem, read Technet article Q266668. There are a bunch of Reg Info checks there.

Hope this helps.
