control userpasswords2 missing something

I have XPSP2 and when I typed the command “control userpasswords2” the window appears but it is missing something. It is missing the “Users Must Enter A User Name And Password To Use This Computer” option. I was able to a while ago because we set up security measures with Group Policy. I need one user to log in without typing in a user name and password. Please help. Thanks.
