controlling services remotely

Great Hi to all,
I am administrating a server (win2k environment) where i restrict one user
to login for security reasons . but I want this user to stop or start ONLY a perticular service
on the server from a client machine as per requirement. How to achieve it?

Also this service affects client to server posting of data.
for that we need to check how many users are connected
through this service. there are specific commands for that and those
commands too i want this user to run from a remote client workstation.
How to achieve it.
