You would plug the tape player into your sound cards line in port. Then use the windows Sound Recorder (Start/program files/accessories/entertainment)to record the audio. Your cd burning software can then convert and write the file to disk. You may need to open the volume control to adjust your line in volume (if it is not in the group, open the volume control and choose options properties and then check the line in box to make the control appear.

You would need software to convert the recording to the format you want an then burn the CD.

The easiest way I have found to do this is to connect the tape player from the headphones jack to the sound card input. Then use MusicMatch Jukebox to record to MP3 files. You then could use MusicMatch to burn to CD. You will need to choose either line in or mic in as your input source and you will need to set the volume control for whichever input you choose. MusicMatch can automatically start a new MP3 file when it hears a pause in the music. Go to musicmatch.com for more information.
