Cookies

How can I stop those Rated X ads from poping up all the time other thann buying one of those pop up stoppers. Can’t I adjust the cookies in my machine? I am running XP Home. If I turn them off will my machine still work okay? I have it at the default setting, but the ads still pop up anyway.
