Cookies are blocked on an intranet site.

I have an intranet site that cannot be accessed by a Win2K IE5.5 because cookies are blocked. When the login page is displayed it is listed as an intranet zone. Cookies are enabled and the site is in the trusted sites list. What is causing this?
