Cookies on user machines

How does an administrator look up a user’s cookies to make sure the user is not looking at inappropiate sites. I went to the network neighborhood and used the c$ on their computers. I went to their profile on an NT4 machine, and the regular internettemporary files on an win95 machine. When I got to where the cookies were, all I could see was the cookies that are stored in my computer’s internet temporary files. The title bar says I am in the right path, but the content is mine.
