Copying Local Group Policy From One PC To Another PC

Greetings good people I have a question.

I have made a local group policy that i need to copy to 20 winxp machines. They are on a network lan (windows 2000 server) but this server doesn’t have AD (That will be a future project). My question is in order to copy the policy do i need to copy the GroupPolicy folder to all machines and then just deny read rights to the admin account on all machines (all machines will be used as workstations with a user account)? Would that be the best way to do it or is there something else i might be missing. I am just unsure if just simply copying that folder over to all the machines will do it.
